Hublet Truce Electronic Memo
The following is the text of an electronic memo from Polley Ann McClure, Vice President, Information Technologies, to members of the College Officers Group, other business officers and Computing Center Directors:
Thanks for meeting with us last week to discuss the implications of the current network charging mechanism. I wanted to follow-up with my understanding from the meeting. Please let me know if you think I misunderstood our intent.
I think we agreed that we would work with our respective staffs to declare a "hublet truce" for FY02, by which I mean that I will instruct CIT not to require changes to the billing methods for connections that were in existence when the billing model was calculated (based on port count in July 00) and you will work with your folks to see that they do not install new hublets or wireless hubs specifically as a way of avoiding network charges. The goal of this truce is to recover CIT's cost as stated in the billing model for FY02, but clearly not to "over-recover" by changing already-existing connections at this point.
You also agreed to try to help your units find ways to use the monthly telephone and long distance savings to cover the increases in data network charges. I realize that this is not simple to do in Cornell's complex economic system, but we all understand the need to do all we can on this front.
Our intent is to use the next few months to work with representatives of your units to evaluate the various types of charging methodologies (based on ports, headcounts, usage.....) and to recommend one to the Rates Committee for adoption in FY03 or FY04.
