Introduction

CIT Departmental Program Statement

CIT has developed a special fund dedicated to career development in the field of technology. The fund is intended to provide support for employees whose career development objectives are within the technology field but outside the realm of their current job responsibilities.

Background and Reasons for the Policy

The CIT Technology Scholarship Program (TSP) supports CIT staff to grow in the field of technology and participate in a learning/training experience (course, seminar, workshop or conference) outside the realm of their current position in CIT.

CIT Implementation

Overview

Funds will not automatically be granted, but will depend on several factors. Employee must meet the criteria below and the employee's absence for training must not pose a hardship on the individual division or unit. The employee's supervisor will decide if the employee's responsibilities can be covered by someone else, which may depend on the time of year or specific projects the employee is currently involved in.

Funding is not available for training outside the field of technology even if the training is consistent with the employee's career goals.

The amount of total program funding is reviewed annually and may change or program may be limited if business needs change. Once the funding for the year is exhausted, no more scholarships will be granted for the fiscal year.

Process / Procedures

Eligibility

CIT staff may apply for the TSP if the following criteria are met:

  • Must be employed by Cornell for at least six months.
  • Must be a full- or part-time regular employee of CIT.
  • There is an application limit of $2,500 which can include tuition, travel, accommodations and meals for the training as part of the request.
  • The program is technology-related and relevant to expressed career goals.
  • Supervisor approval is needed for time away from work; time away request cannot exceed 5 business days.
  • Each staff member is only eligible for one TSP request per fiscal year.
  • Employees granted a TSP award must complete the entire training program.

How to Apply

Call for submissions will start at the beginning of each fiscal year and continue until (if and when) all funds are exhausted.

Complete the CIT Technology Scholarship form in full. The employee will be asked to supply other relevant information on the requested program, including a course description and/or CIT pre-approved travel form. The CIT pre-approved travel form can be obtained from Direct Support.

Completed applications should be sent to CIT/HR, 200 CCC by the deadline date indicated on the call for submissions.

Review Process

All applications will be reviewed by the Quality of Worklife (QWL) Committee, who will determine how the funding will be allocated.

Notification

Employee and supervisor will be notified by e-mail after the QWL committee has reviewed the application.

Since funding is limited, not all scholarship requests will be granted. If a request is not granted, the employee may re-submit the request at a later date providing the request meets the program eligibility requirements.

Release Time

Supervisors have the discretion to either grant paid release time for time away from work to attend class or to require that all or part of the time be made up when the absence from work interferes with the department's operational requirements. Release time granted for this program will be recorded as leave with pay. Part-time employees are generally expected to take training outside of regular working hours.

Violations

Process

The CIT HR Office will notify the employee who submitted the request and supervisor of any potential violations.

Consequences

Failure to submit the CIT Technology Request form and relevant documents to CIT HR by specified deadline may result in request not being reviewed which could result in missing training/conference registration deadlines.  

Applications that are outside the field of technology even if the training is consistent with the employee's career goals will not be considered.

Quality of Work Life Committee A team of 7 staff members representing each area of CIT who present specific recommendations for improvement to CIT¹s senior management. The team is partially rotated each year, with most members serving a two year term.

Full Time* "A position of at least 35 hours per week. May apply to regular or temporary appointments."
Part Time* "A position of less than 35 and more than 20 hours per week. May apply to regular or temporary appointments."

I'd like to move into project management. Will the CIT Technology Scholarship cover the training? While project management is used extensively in information technologies, it is not a technology field, and therefore, is not covered within the definitions of this scholarship.
